Rhys is a Welsh Conservative County Councillor for St Florence and St Mary Out Liberty. 

He is also Chair of Schools and Learning Overview and Scrutiny Committee, Vice-Chair of the Planning Committee and Vice-Chair of the Partnerships Panel.
